The FA Mini Soccer Laws Of The Game 2006/07 Season

Playing Area

U7s U8s

Minimum Width 18.30 meters 20 yards
Maximum Width 27.45 meters 30 yards

Minimum Length 27.45 meters 30 yards
Maximum Length 45.75 meters 50 yards

U9s U10s

Minimum Width 27.45 meters 30 yards
Maximum Width 36.60 meters 40 yards

Minimum Length 45.5 meters 50 yards
Maximum Length 54.90 meters 60 yards

Penalty Area

The penalty area extends 10 yards from the goal line and 18 yards across, The Goalkeeper may not pick the ball up from a back pass or a if he does a free kick will be awarded to the opposing team the free kick should be taken from the penalty area line, parralel with the goal line, at the nearest point to the offence.

Penalties

Penalties shall be awarded when an infringement takes place within an area the width of the goal posts to the edge of the penalty area.

Penalty Spot

The penalty spot is 8 yards from the goal line in between the goal posts.

Goal size
The goal size MUST be 12 feet x 6 feet

Ball Size

Balls used must be: Mini Soccer Size 3 for Under 7`s and 8`s
Size 4 for Under 9`s 10`s

Youth Football Size 4 for Under 11s 12s &13s

Numbers

Each team must not have a squad greater than double the size of the team.
(i.e. 7 players = 14 squad members)

Playing Times

Under 7s 20 minutes each way
Under 8s 20 minutes each way
Under 9s 25 minutes each way
Under10s 25 minutes each way

Substitutes

Any number of substitutes without being named may be used at any time with the permission of the referee. A player who has been replaced may return as a substitute for another player.

Players Equipment

All players MUST wear shinguards and goalkeepers must wear a distinguishing strip. Shinguards must be covered entirely by the stockings.
Players must not wear jewellery at any time during the game.

Safety

It is recommended that all portable goals be either pinned or weighted down to prevent them falling over.
Please ensure that no person/persons stand either side of the goal posts at any time during the game. or any where along the goal line from corner flag to corner flag.

Players Injured

If a player or players are injured during the course of the game, the game shall be stopped immediately, or as soon as the injury is noticed by the Referee so that first aid can be administered, the game shall restart with a drop ball where the game was stopped.

Start of Play

A kick off is taken at the centre circle to start the game and after a goal has been scored by the conceding team.

Referees

If the appointed referee fails to appear, both teams must nominate a person to referee the whole of the game. which shall officiate and once agreed that referee shall for that game have the status and authority of a registered referee. If the person nominated is not prepared to referee the full game each nominated person shall officiate one half each. If there is a qualified referee prepared to officiate the game he/she shall have preference over non-qualified nominees.
The Referee his/her decision is final. Any incident or misconduct must be reported to the League Referee Secretary immediately after the match. Any reports of misconduct by players, officials or spectators will be reported to Manchester County FA with exception.

Offside

There are no offsides

Throw-ins

There are no foul throws for u7`s and u8`s, but managers should ensure that all players are instructed how to throw in correctly and every effort must be made by the players to throw correctly. U9`s and above will be penalized for foul throws, the throw in will be given to the opposition.
All players must retreat to a distance of 2 meters form the player taking the throw in. If players fails to retreat to the required distance a direct free kick will be awarded to the opposing team.

Free Kicks

All free kicks are direct and the opposition must be at least 5 yards away. Also 5 yards away from corners.

Goal Kicks

In open play, the Goalkeeper can kick the ball out of their hands. If the ball goes out of play for a goal kick, then the ball must be kicked off the ground. Under 7s 8s 9s & 10s must kick all goal kicks from the ground.

Goalkeepers

A free kick is awarded to the opposing team if the goalkeeper.

· Takes more than 6 seconds to release the ball from his/her hands.
· Touches the ball again with his/her hands after it has been released from his/her possession and has not touched any other player.
· Touches the ball with his/her hands after it has been deliberately kicked to him/her by a team mate.
· Touches the ball with his/her hands after he/she has received it directly from a throw in taken by a team mate.

For all these offences, the free kick should be taken from the penalty area line, parralel with the goal line, at the nearest point to the offence.
Goalkeepers are allowed to come out of the area, if they handle the ball outside the area a direct free kick is awarded from where the incident took place.
If the goalkeeper deliberately handles the balls outside the area preventing a goal scoring opportunity a direct free kick is awarded and also the goalkeeper can be sent off for preventing a goal scoring opportunity.

Cautionable Offences
A player is cautioned and shown a yellow card if he/she commits any of the following offences.
1. Is guilty of unsporting behaviour.
2. Shows dissent by word or action.
3. Persistently infringes the Laws of the Game.
4. Delays the restart of play.
5. Fails to respect the required distance when play is restarted with a corner kick or free kick.
6. Enters or re-enters the field of play without the Referees permission.
7. Deliberately leaves the field of play without the Referees permission.

Sending Off Offences
A player is sent off and shown the red card if he/she commits any of the following seven offences.

1. Is guilty of serious foul play.
2. Is guilty of violent conduct.
3. Spits at an opponent or any other person.
4. Denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to s goalkeeper within his/her own penalty area.
5. Denies an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty kick.
6. Uses offensive or insulting or abusive language and / or gestures.
7. Receives a second caution ion the same match.

Referee Marking

When marking a referee's performance please take into account the following guidelines.

The total mark available is 10.

This is broken down as follows:

- 5 for Presentation (Kit) Accesories

- 5 for Decisions (verbal or by hand).
Including use of the whistle,
Advantage Awareness Positioning and overall performance and management of the game the Players/Coaches

The RESPECT Charter

It is a requirement of the City Of Salford Soccer League that all players, officials

And supporters operate within these guidelines.

Realise that without a referee there is no game.

Expect that you will not agree with every decision the referee makes.

Show respect to the referee at all times.

Please remember that your behaviour influences the league's ability

To retain and recruit referees.

Even the best players make mistakes, so why expect the referee to be perfect.

Try to understand that the referee wants to enjoy the game to.

This Charter governs conduct throughout the whole game.

PLAYERS

Please consider the following points to ensure the game is enjoyed by all concerned

MUST -

Stick to the rules of the game.
Play the game fairly using your skills
Enjoy the game, be modest in victory but accept defeat.
Praise skilful play by whichever team or player.
Be on time for all training and matches.
Be kind and listen to your coach, manager and referee.
Keep yourself, your boots and our kit clean.
Behave in a manner that is expected by the team, club and league.

MUST NOT -

Argue with the referee.
Appeal for everything.
Retaliate or react to foul play.
Over celebrate a goal.
Shout at your team mates.

PARENTS & MANAGERS

To preserve the good name of our league and your club and to set a standard for the children
you must adhere to the following:
Remember that children take part in sports and games for their own fun and enjoyment.
They are not there to entertain you or become miniature international footballers!

SHOULD -

Encourage and support all players.
Praise good play and performance.
Praise good behaviour and sportsmanship.
Be patient with all players.
Accept the referee’s decision at all times (as they are not professionals).
Ensure the good name of this league and your club are upheld at all times.

SHOULD NOT -

Attempt to coach players during a match, leave this to your Manager.
Shout, argue, swear or become violent under any circumstances.
Point out any player’s incompetence.
Embarrass the league, club, team, players or match officials
